Groundwork Ohio recently delivered testimony on House Bill 635 before the Ohio House Children and Human Services Committee, emphasizing the importance of developmentally informed child welfare policies that protect infants and toddlers while supporting long-term family stability.

In testimony delivered by President & CEO Lynanne Gutierrez, Groundwork Ohio highlighted the need for stronger cross-system collaboration, more frequent visitation for young children in state custody, and increased access to evidence-based supports like home visiting, early intervention, and infant and early childhood mental health services.
The testimony also drew on Groundwork Ohio’s leadership coordinating the Safe Babies approach across Ohio, reinforcing the importance of relationship-based, trauma-informed care for young children and families involved in the child welfare system.
