On October 6, 2026, Groundwork Ohio submitted public comments to the U.S. Department of Health and Human Services in response to proposed changes to the Head Start Program Performance Standards.
Our comments underscore the critical role Head Start and Early Head Start play for Ohio’s children, families, and communities and raise concerns about proposed changes that could weaken longstanding standards related to quality, safety, health and developmental screenings, disability services, family engagement, and more.
