Lynanne Gutierrez, President, Groundwork Ohio
As the President of Groundwork Ohio, Lynanne Gutierrez is at the forefront of our statewide mission, spearheading a powerful early childhood movement. As a dedicated child advocate, Lynanne oversees the development and implementation of Groundwork’s policy agenda and shapes priorities and strategies through effective communication, advocacy, research, and data analysis.
A pivotal figure in Groundwork's strategic growth and transformation over the past seven years, Lynanne played a crucial role in expanding the organization's Statehouse footprint, relationships, and reputation across the state. Additionally, her efforts were instrumental in the successful transition to a standalone 501c3 in 2021.
Recognized as a respected early childhood expert in Ohio and nationwide, Lynanne is frequently sought out to address diverse audiences on early childhood policy advocacy. Appointed by Governor Mike DeWine to the state’s Early Childhood Advisory Council, she has served as a member since 2019.
Lynanne's professional journey includes prior roles in advocacy and private law practice focused on children and families. Before becoming a licensed attorney, she served as a Senior Legislative Aide in the Ohio Senate. A distinguished alumna of The Ohio State University with a Bachelor of Arts and a Juris Doctorate from Capital Law School, Lynanne is also a 2023 graduate of the prestigious Leadership Ohio program.
Lynanne, a resident of Columbus, Ohio, shares life with her husband Anthony and their two young children. She is an avid reader and amateur quilter.

Joe Luckring, PNC Regional President
Joe Luckring is regional president of PNC Bank, Akron. In this role, he is responsible for PNC's sales and marketing efforts for all lines of business including Corporate & Institutional Banking, PNC Private Bank and Institutional Asset Management. He also has direct responsibility for the region's sponsorship and philanthropic endeavors.
Prior to being named regional president in April 2020, Luckring served as senior vice president of Corporate & Institutional Banking having responsibility for managing and developing middle market banking efforts in Stark, Tuscarawas, Wayne, Holmes and surrounding counties. He joined PNC in 1990 and has held positions of increasing responsibility throughout the organization including credit analyst, branch manager, commercial relationship manager, team leader, and regional retail banking executive.
Luckring is very active in the community. He currently serves as vice-chair for the Early Childhood Resource Center and is a board member for the Canton Regional Chamber of Commerce, Community Moving Forward of Stark County, Greater Akron Chamber of Commerce and Sisters of Charity Foundation of Canton. He has served as a volunteer for the Canton YWCA and the United Way of Greater Stark County. He also serves as treasurer for his church. Previously, he served on the City of Massillon Park & Recreation Board and was treasurer of the Stark County Mental Health and Addiction Recovery Board.
Luckring holds a BA in economics from the College of Wooster and a MBA from the Weatherhead School of Management at Case Western Reserve University.

Angela Moses, Executive Director at Early Childhood Resource Center
Angela Moses is the Executive Director at the Early Childhood Resource Center (ECRC). ECRC is the Child Care Resource and Referral for SDA4 serving Stark, Summit, Medina, Portage, Trumbull and Mahoning Counties. ECRC supports families and early care and education providers with tools, resources and services so young children have the early experiences they need to thrive. Angela has 30 years of experience operating programs and services in early care and education. She has a master’s degree in Curriculum Instruction from Ashland University. She has worked at the ECRC for over 23 years and is currently a 2024 Leadership Ohio fellow. Additionally, she serves on the board of Summit Education Initiative (SEI) and as Guardian Ad Litem/CASA for Stark County family court.

Joe French, CEO of Child and Adolescent Behavioral Health
Joe French a life-long advocate for children and strives to help children discover and reach their full potential. He is the Chief Executive Officer of Child and Adolescent Behavioral Health and an active member in the Stark County community. Joe is a graduate of Leadership Stark County and serves on the boards of the Stark Library, JRC, YMCA of Greater Stark County, Leadership Stark County, Family Council of Stark County, the Stark County Probate Court Advisory Board, Stark County Bar Association Grievance Committee, and Governor DeWine’s Early Childhood Advisory Council. In addition, he is a 2023 Leadership Ohio Fellow and an elected Meyers Lake Village Councilman.
French has received several awards of distinction: Kent State University Stark Campus Distinguished Alumni Award, Louisville Senior High School Hall of Distinction, NAMI of Stark County’s Professional of the Year, Leadership Stark County's 30 Faces of Leadership, the Canton Regional Chamber of Commerce’s YStark Twenty Under Forty Award, Community Service Award from the Grand Lodge of Ohio Free and Accepted Masons. Ohio Association for the Education of Young Children’s Director of the Year, Ohio Department of Education’s Irene Bandy-Hedden Early Childhood Leadership Award and the United Way of Greater Stark County inaugural Dehoff Emerging Philanthropist Award.
Joe has a Bachelor’s degree in elementary education from Kent State University and Master’s degree in early childhood from Ashland University.

Adrianne Price, Vice President at United Way of Greater Stark County
Adrianne Price, Vice President, Community Impact, has worked at United Ways or United Way funded programs for two decades. She spent her early career connecting community members to services, especially around health care needs. In 2017, she joined United Way of Greater Stark County. She now leads their community investments, working with volunteer leadership, staff, and other stakeholders to chart the course for community investments and partnerships, as well as community education and advocacy.
